Administration Recommendation

Administration supports the proposed amendment and recommends Council give first reading to Bylaw 2024-13, and set a Public Hearing for May 14, 2024 at 9:30 a.m. in Council Chambers to hear public comment on Bylaw 2024-13.

 

Purpose

The purpose of Bylaw 2024-13 is to amend Land Use Bylaw 2017-18 and the BRR - Bareland Recreational Resort District to address regulatory gaps and trends regarding accessory structures and Arizona Rooms in recreational resort communities within Parkland County.

 

Summary

Bylaw 2024-13 was created at the direction of Council to address concerns expressed by residents, business owners, and administration regarding accessory structures and 'Arizona Rooms' in areas districted BRR - Bareland Recreational Resort District. The proposed amendments include new definitions and new and revised regulations to the BRR - Bareland Recreational Resort District. This amendment provides clarity for development within the BRR District, thereby streamlining the development permitting process, and improving applicant certainty. This amendment is informed by an analysis of the current regulations in Land Use Bylaw 2017-18, a scan of practices in other municipalities, and input received from the public through the public engagement process.
