Purpose
Administration is providing the final proposed version of the Transportation Master Plan, April 2021 for acceptance as information by Council.
Summary
In February of 2020 McElhanney Ltd. was retained to complete a Transportation Master Plan (TMP) for Parkland County; the project is now complete and the final version of the TMP is ready for review and acceptance by Council, as presented.
Administration has prepared a presentation for Council, as attached, that outlines the key considerations of the proposed document. The presentation will:
1. Outline the sections of the TMP report, the TMP objectives and the TMP themes: Regional and County Integration, Network Maintenance & Rehabilitation; Transportation Safety; Goods Movement; Active Transportation; Transit; and Recreation and Tourism.
2. Present future population predictions and subsequent impacts to the existing road network. Capacity improvements are not required to support forecasted growth but should consider measures to manage traffic and maximize the use of existing infrastructure.
3. Present the strategic direction for each TMP theme. Strategic actions are detailed in Section 5 of the TMP. Short term (1-5 years) mandatory and non-mandatory strategic actions and relative impact to County Administration workload are highlighted as an attachment to the RFD.
4. Re-iterate the modified road classification system which includes the main road classification (highways, arterials, collectors and locals) and the overlay routes (goods movement, agricultural, active transportation and explore parkland).
5. Summarize the arterial, collector and local roadway classification maps.
