That Council approve up to $250,000 from the Long Term Sustainability Restricted Surplus to fund the engineering and construction costs to increase the West Inter-Lake (WILD) Water Commission transmission pipeline capacity from the Capital Region Parkland Water Services Commission access point to the West Inter-Lake (WILD) Water Commission proposed pumping station located within SE 12-53-28-W4M.

Purpose
To provide approval for the construction and financial support required to carry out work associated with increasing the capacity of the WILD Water Commission water transmission pipeline.
Summary
The Wild Water transmission line is designed to transport potable water from the Capital Region Parkland Water Services Commission to the member municipalities represented within the West Inter-Lake (WILD) Water Commission. Each member municipality has a specified volume of water allocated to their municipality. Parkland County's allocation was based on serving residential development within a set area along the water pipeline alignment.
Considering the potential commercial, industrial and residential development within the 5th Meridian area, Parkland County has an opportunity prior to construction to increase the water transmission line capacity to serve this area without impacting our current allocation.
The WILD Water Commission's engineering consult (DCL Siemens Engineering Ltd.) has performed water modeling calculations to determine what size of pipeline is required to serve the 5th Meridian Area as defined in the attached Associated Engineering 5th Meridian Area Servicing Report. Based on their calculations and cost estimates, Parkland County can oversize the water transmission pipeline to serve the 5th Meridian Area for approximately $236,000 without affecting the current Parkland County allocation for other areas within the County. The pipeline oversizing will provide a reliable potable water source to the 5th Meridian Area which will in turn will support Parkland County's future economic growth and prosperity.
Strategic Plan/Policy/Legal/Staff Implications
This request supports Council's Strategic Plan under Goal 2 - Parkland County will balance economic development with quality of life where the Strategy states we will take steps to further promote and foster sustainable development. The request also supports Infrastructure Goal 2 - Parkland County takes an entrepreneurial approach to infrastructure as a potential revenue stream where the Strategy states Parkland County will explore development options for provision of important municipal Services.
