Purpose

Rescinding Policy EN 005 will allow administration to proceed with updating operational and administrative policies and procedures that are consistent with newly adopted Civic Addressing Bylaw No. 2015-30.

 

Summary

A new policy structure was introduced to Council in 2008. Parkland County committed to a new approach by approving Policy C-AD01 Policy Development for the updating and development of its corporate policies. Separating administrative and operational matters from Council policies has been an ongoing process, and departments continue to review and update policies.

 

If Council adopts Civic Addressing Bylaw No. 2015-30, it will specify that the Addressing Authority (i.e., Manager of Planning and Development Services, or designate) is responsible for approving the naming of new roads created through the subdivision process, and that changes (renaming of roads) are to be approved by Council. Further, paragraph 3.1 and 4.1 of Bylaw No. 2015-30 authorize the Addressing Authority to adopt additional administrative policies and procedures.

 

It is recommended that Naming of Roads Policy EN 005 be repealed for the following reasons:

  1) This matter is an operational item that should be changed to an Administrative Directive consistent with Policy and Development Policy C-AD01;

  2) The policy is outdated with current practices of the Addressing Authority, including the responsibility for road naming from Engineering Services to Planning and Development Services; and

  3) The policy is NOT consistent with Bylaw 2015-30 and the supporting Administrative Directive (policies and procedures) to be adopted by the Chief Administrative Officer under Bylaw No. 2015-30.
