Town of Stony Plain - 2011 Capital Cost Share Request (Glenn Hall Centennial Arena)

 

Recommendation

That Council approve funding of $9,093.63 from Restricted Surplus - Recreation Facilities  for Lighting upgrades and additional costs for Brine Chiller replacement at the Glenn Hall Centennial Arena .

 

Body

Purpose

Under the terms of our cost share agreement with Stony Plain Parkland County may, at their discretion, provide funding support for capital repairs made to the Glenn Hall Centennial Arena.

 

Summary

Parkland County had previously approved capital cost share up to $21,647.22 based on a total project cost of $61,849.20, via resolution 422-10, for the Brine Chiller Replacement, a new Floor Scrubber, storage compartment electrical work and new seating.    Total cost for these projects has come in at $78,075.17 with potential County cost share of $27,676.31.  The requested cost share above what was previously approved is $6,029.09; the overage due to the Brine Chiller Replacement.  The initial projected cost for the Chiller was $20,000, based on Town of Stony Plain estimates.  Quotes for the work came in much higher, with the lowest price being $43,423.00.  

 

In addition capital cost share is also being requested on lighting upgrades which occurred at the Arena in 2011.   This was an unanticipated project that occurred due to funds being left over from an energy efficient grant the Town had received.  They replaced the old metal halide lighting system with a T-5 Fluorescent system; which is more energy efficient and effective in lighting the ice surface.   The total project cost was $23,700, but after the grant funds were applied total cost to the Town was $8,755.82.  The Town is requesting cost share on the project of $3,064.53.

 

Cost share based on 35% usage rate by Parkland County residents.

 

Administrative Position

Administration believes these projects contribute towards the effective operation and supports capital cost share on the Brine Chiller Overage of $6,029.09 and the Lighting Upgrades of $3,064.53.
