Proposed Motions
1. That the 2019 Off-Site Levy Annual Report, as presented in Attachment 1, be received for information.
2. That the 2019 Water, Sanitary, Storm and Transportation Off-Site Levy Projects & Estimated Costs (Schedules "C", "D", "E" and "F") and Off-Site Levy Rates (Schedule "G") for Bylaw 2015-07 be approved as presented in Attachment 2.

Administration Recommendation
Administration supports the Annual Report and proposed Water, Sanitary, Storm and Transportation Off-Site Levy Projects & Estimated Costs and Off-Site Levy Rate Changes effective May 1, 2019 as presented.
Purpose
Off-Site Levy Bylaw 2015-07 was enacted on April 28, 2015. The provisions of the Bylaw require that updated Schedules "C" through "G" be approved by Council resolution on an annual basis.
Summary
The Annual Report summarizes the off-site levy rates updated for the 2019 construction season, and subsequent bylaw schedule amendments to reflect the change in rates due to the current market conditions. Additionally, the required growth projects have been updated to provide essential services for development and growth with their respective area allocations for each of the infrastructure categories (water, sanitary, storm and transportation). Additional information has been provided in the attached Administrative Report and Annual Report.
Schedules “C”, “D”, “E”, “F” and “G” are to approved by Council resolution on an annual basis pursuant to Section 11(6) of Off-Site Levy Bylaw 2015-07.

Financial Impact:
The financial implications to Parkland County within the Off-Site Levy Bylaw update are complex and included in the Annual Report. Parkland County will collect off-site levies from developers that subdivide or develop within the benefitting areas in order to ensure these funds are transferred to the front end contributors that are constructing or upgrading off-site infrastructure, including the County. The collection of off-site levies shall be consistent with Council Policy C-PD05.
Stakeholder Engagement
Administration hosted an engagement session with the Development Industry on March 28, 2019 providing interested stakeholders a chance to understand the off-site levy update and provide comments. No comments or concerns were received from the development industry during the information session or prior to the date of this Report.
