That Council approve a second access approach to Lot 55 - 26107 Twp Rd 532A in Park Lane Estates.

Administration does NOT support the motion.  Administration recommends that Council defeat the motion as the request is not compliant with Policy En 010.
 
Purpose
The owners of Lot 55 - 26107 Twp Rd 532A in Park Lane Estates have applied for approval to construct a second access approach to their property.  During the access application process the owners were made aware of Policy EN 010.  The owners were also made aware that their application for a second access would not be supported by administration.  At the time of this report, the formal request for a secord approach had been made by the owner and denied by administration.  As permitted by the policy, the owners have chosen to formally appeal the decision rendered by the Manager of Engineering Services to Council.  
 
Summary
Lot 55 - 26107 Twp Rd 532A in Park Lane Estates is a corner lot that has a surfaced road adjacent to the west and south sides of the lot.  An access approach and driveway exist on the west side of the lot and provide access to the applicants' west facing residence.
 
On April 15, 2015, the owners of Lot 55 submitted an application to construct a second approach on the south side of their lot.  The applicants identified that the second approach was required to access a detached garage they are building behind the existing residence on the east side of their property.  On April 17, 2015, Parkland County's Supervisor of Development Engineering advised the owners of Lot 55, per Policy EN 010, that the County limits the number of access approaches to one (1) on lots under 10 acres in size.  The lot in question is 0.53 acres.  As such, the request for a second access was not approved by Administration.
 
On April 24, 2015, the owners of Lot 55 submitted a letter to Parkland County requesting an appeal of this decision.  As permitted within Policy EN 010, appeals are to be directed to Council for a final decision and the decision of Council shall be final and binding.
