Administration Recommendation

Administration supports the proposed motion to amend Bylaw 2022-11, Schedule J.1, Water and Wastewater Service to identify the rates effective January 1, 2023.     

 

Purpose

To establish the 2023 proposed water consumption rates identified in Schedule J.1 of Bylaw 2022-11.

 

Summary

At the June 28, 2022 Council meeting, Council approved the 2023 fixed water rates and directed Administration to present the 2023 proposed water consumption rates at a future Council meeting.

 

The water consumption rates were deferred to ensure appropriate adjustments were made to include the new West Inter Lake District (WILD) water being supplied to the Hamlet of Entwistle, new Entwistle water reservoir construction and other capital cost improvements throughout the County's water systems.

 

The WILD Water Commission supply of water has been deferred due to the Commission's supply chain availability and is expected to be online sometime this spring and the new Entwistle reservoir will not be constructed in 2023.  Therefore, the proposed 2023 water consumption rates can remain the same as historically forecasted at an increase of approximately 3.6%. A full review of items that will impact future rates will be conducted early next year and presented to Council in Q2, prior to the presentation of the 2024 Fees and Charges Bylaw.

Financial and Other Impacts:

The 2023 proposed water consumption rates result in a $2.20 monthly increase or a $26.46 annual increase for the typical residence. For both consumption and fixed charges, the total annual increase is $36.66 for the typical residence.

The 2023 proposed water consumption rates result in a $2.87 monthly increase, or a $34.49 annual increase for the typical small business. For both consumption and fixed charges, the total annual increase is $47.81 for the typical small business.

The 2023 proposed water consumption rates result in a $1.82 monthly increase for the typical residential user of the Acheson Pumphouse Truck Fill.
