Administration Recommendation(s)
Administration supports the proposed motion.
Purpose
To have an independent public committee review and make recommendations on Council remuneration, benefits and allowances.
Summary
The Council Remuneration Committee was established in October of 2012 with the appointment of five Parkland County residents to the committee.  The committee immediately began their review of existing Council remuneration, benefits and allowances.  During this review process the committee obtained information from administration relating to Council remuneration and events, along with conducting surveys of existing Council members and comparable municipalities regarding remuneration satisfaction levels, remuneration program components and remuneration amounts.  The Chair of the Council Remuneration Committee, Debra King, is in attendance to present their report and respond to any questions from the Governance and Priorities Committee.  Committee members Jane Smith, Stephanie Sabadaska and Beverlie Raffa are in attendance to support their report being presented today.  Unfortunately committee member Verne Schneider is unable to attend today's meeting.
Any changes to Council remuneration, benefits and allowances would become effective on October 29th, 2013.
Strategic Plan/Policy/Legal/Staff Implications
The public review and recommendation(s) on Council remuneration, benefits and allowances supports Council's strategic goal for Parkland County to be recognized as a well-led, well-managed municipality with a solid foundation of responsive processes and effective decision-making that are focused on the responsible use of the resources entrusted to it and the long-term best interests of the community as a whole.
