Purpose
To approve Parkland County's involvement, participation and cost sharing of the Tri Municipal Region Recreation and Culture Indoor Facility Strategy Update.
 
Summary
The purpose of the 2009 Tri Municipal Region Recreation and Culture Indoor Facility Strategy was to build upon the successes of the TransAlta Tri Leisure Centre and outline future strategies for the provision of recreation and culture facilities in the region for years to come.   The strategy formed the basis for future regional level indoor leisure facilities and provided directions as to when, and how, to conduct further feasibility analysis in line with priority need and regional planning initiatives.
 
The objective of this project is to review and update the Strategy for the primary purposes of:
 
1. Reporting on the status of the recommendations.
2. Updating  any outdated research data and forecasts.
3. Evaluating the Strategies directions based on new feedback received.
4. Identifying new recommendations to address identified gaps and enhancement opportunities.
5. Providing improved direction governing indoor recreation and culture facilities within the region.
 
A key component in the initial development of this strategy and an important part of this review will be a strong needs assessment which will involve:
 
- a review of regional demographics
- a review of trends in recreation and culture participation
- consideration to existing municipal planning documentation and other regional initiatives underway
- analysis of the physical state and use of existing recreation and culture indoor facilities in the tri-municipal region
- extensive public consultation process
 
The total projected cost for the Update is $105,000 with each municipality covering one third of the cost.   If approved by all three municipalities this work will be carried out in 2016.
