Administration Recommendation

Administration supports that Bylaw 2024-12 receive three readings, as presented. 

Purpose

Parkland County Council adopted Bylaw 2023-08 Land Use Bylaw Amendment & Redistricting on January 9, 2024. The amendment proposed to

 - Introduce the TCRR-Trestle Creek Recreational District; and

 - Redistrict Sec. 12-53-7-W5M (with the exception of the existing Block 1, Plan 892 2182) from BRR-Bareland Recreational Resort District and AGG-Agricultural General District to TCRR-Trestle Creek Recreational Resort District.

 

The purpose of the proposal was to facilitate the expansion of the existing development by introducing resort residential uses including single family home, duplex, row housing, and apartment. The amendment to redistrict was illustrated on Schedule “A” and attached to the adopted Bylaw 2023-08. The TCRR district includes multiple sub-districts which are illustrated on Schedule “L” - Trestle Creek Recreational Resort Land Use District Map.

 

Schedule "L" was not attached as part of the Bylaw as it was presented at the three readings and public hearing. There were no comments or questions related to Schedule “L”.  This is a technical amendment to Bylaw 2023-08, to attach Schedule “L”, and is required to ensure it forms part of the Bylaw in the same form as Schedule “A” had been presented.

 

Summary

Schedule “L” had been presented in the documentation at all three readings and public hearing for Bylaw 2023-08 Land Use Bylaw Amendment & Redistricting held on January 9, 2024, however, was not directly attached as part of the Bylaw. There were no comments or concerns related to Schedule “L”. There is no new information being presented.  Being a technical amendment, Administration supports the proposed Bylaw 2024-12 and recommends that Council give first, second, and third readings to this bylaw without the need to hold a public hearing.

The proposed amendment is consistent with the goals of the Parkland County Strategic Plan 2022-2025, specifically Pillar D: Responsible Leadership and Goal D1: To ensure that County Council is supported by a robust and current framework of bylaws, policies, and plans.
