That Council approve $300,000 in Gas Tax Funding for the construction of the Pond 1-5 outlet connection.

Purpose

Construction of the Pond 1-5 outlet connection will provide the necessary connection to the Acheson Stormwater Outfall line(main line) that is required to allow this isolated stormwater pond to drain.

Summary

In 2009, the County authorized development to proceed in the E ½ of 32-52-26-W4M of Zone 5 in the Acheson Industrial Area.  A requirement of the Development Agreement was to manage stormwater by constructing a stormwater management pond and outlet connection to the south property line.  Parkland County was expected to connect to this pond outlet when the future Zone 5 Collector Line was constructed.

When the Development Agreement was approved, the County was in the midst of completing the Acheson / Big Lake Area Master Drainage Plan and anticipated the Zone 5 Collector Line would be constructed adjacent to the south boundary of Section 32.  The developer was to be responsible for constructing the stormwater lift station and the 60 m pond outlet connection to connect to Zone 5 Collector Line.  The County accepted the risk that the location of the Zone 5 Collector Line may be revised at the design stage and provided approval so that the development could proceed and be located in Parkland County.

The January 2013 Acheson / Big Lake Basin 1 (Zone 5) Storm Design Report recommended the Zone 5 Collector Line be constructed approximately 780 m north of what was originally anticipated.  The recommended alignment improved the efficiency of the overall system and provided a cost savings of approximately $2,000,000.  The developer for the lands is prepared to fulfill their original obligations of constructing a stormwater lift station and 60 m of outlet connection.  They are also prepared to construct an additional 60 m of outlet connection to bring the connection to the west boundary of their development.  The developer is not prepared to construct the additional 560 m length that resulted from the recommended design change within the above mentioned report.  This connection is not within the off-site levy model and would not be eligible for cost recovery via levies.

Parkland County has obtained an estimate of $300,000 for constructing the Sub-Basin 1-5 outlet connector in 2016.  Work would be done in conjunction with the existing contract for the Acheson Stormwater Outfall initiative.  Administration is recommending that this project be funded through the Gas Tax Fund (GTF) grant.
