Administration recommends that Council approve an additional $150,000 in funding for the Entwistle Sewage Lift Station Upgrade.
 
 
Purpose
This will support the funding required to award the project to Aegis Mechanical Ltd. for $389,755.00 plus GST. The Entwistle Lift Station can no longer meet the demand and requires an upgrade to meet Alberta Environment guidelines.
 
Summary
In late 2011, ISL Engineering provided a cost estimate to conduct the upgrade of this lift station and believed that $400,000 would be sufficient to cover the construction and engineering costs. The project was delayed as a result of the inability to obtain the required land.  As there was no indication that the market prices would vary it was decided to not make any changes to the Engineering Capital Budget for 2013.  The project was advertised for tendering in this spring with a tender closing date of April 30, 2013. The following bids were received:
 
1.      Aegis Mechanical Ltd.                  $389,755.00
2.      K-Rite Construction Ltd.            $492,750.00
3.      MP ECO Mechanical Process.      $493,500.00
4.      Gabriel Construction Alberta Ltd.      $606,100.00
5.      SGC Construction Ltd.            $739,500.00
 
Some of factors that contributed to the project cost increase are: the redesign costs to upgrade the existing station without the acquisition of additional property, the additional permanent site fencing and civil works, remote control systems as well as the temporary pumping costs are now higher than originally estimated.
 
The entire project cost includes $160,000 for the engineering services and $390,000 for the construction costs.
