Purpose
To maintain water quality and mitigate ongoing water odour concerns within the Hamlet of Entwistle.
Summary
Following the commissioning of the Entwistle Pumphouse, odour concerns were reported throughout the distribution system. These concerns were investigated by Public Works, Alberta Health Services, WILD Commission, Engineering Servies and the construction contractor. Iron bacteria cultures were detected within the system, though they do not pose a health risk, elevated concentrations can generate aesthetic concerns, including unpleasant taste and odours in drinking water.
Historically, residual chlorine in the WILD Commission supply has helped suppress iron bacteria growth; however, by the time water reaches Entwistle, much of the free chlorine residual has been depleted. It has been determined that increased storage capacity, combined with seasonally lower water demand during the winter months, has resulted in longer water retention times within the distribution system. This, in turn, further reduces free chlorine residual levels and increases the potential for taste and odour concerns.
Water quality within Entwistle is tested frequently and all results have met Alberta Environment and Protected Areas (AEPA) requirements for safe drinking water. Administration consulted with AEPA and the WILD Commission, both of whom identified supplemental chlorine treatment as an effective method for maintaining chlorine residuals and mitigating aesthetic and operational issues. Similar systems are currently operating in other WILD-serviced communities.
The proposed supplemental chlorine treatment system will improve chlorine residual management, mitigate service disruptions or extended retention periods, reduce odour complaints, enhance customer satisfaction and continue to provide safe, high-quality drinking water.
The requested funding is required to engage a consultant to complete a system assessment, treatment system design, equipment acquisition, SCADA integration, commissioning, testing and documented operating procedures. Operational costs include purchasing Sodium Hypochlorite and equipment lifecycle replacement.
