Policy C-AD22 - Revised Elected Official Remuneration Policy

 

Proposed Motion

That the revised Elected Official Remuneration Policy C-AD22 be approved, as presented.

Purpose

Administration reviews various policies, directives, and procedures on a regular basis. As part of the annual review of the Elected Official Remuneration Policy C-AD22 it was determined that several administrative clarifications and updates were required. In addition to the final updated Policy, two additional documents are attached to this presentation that show all changes as tracked and highlighted for clarity, transparency, and ease of viewing.

 

Summary

A review of the Elected Official Remuneration Policy commenced in summer of 2022. This review was undertaken from a perspective of clarifying the policy and ensuring the schedules were accurate to Council budget. In addition to final Policy subject to approval, the attachments to this report show each change for detailed review. The following is a summary of the overall text changes:

 

 - consolidation of review process statements into a single mention;

 - broadening of available approaches to the formal review process;

 - clarification of honorarium approval process;

 - updating of committee name;

 - inclusion of approach to RRSP contributions for Elected Officials not eligible (within term) under CRA guidelines; and

 - other minor grammatical and language updates.

 

Changes have also been made to Schedules A and B to align with the approved 2023 budget as follows:

 

 - honorariums have been increased by 4%;

 - per diems have been increased by 4%;

 - non-mandatory conferences, meetings and convention annual budgets have been increased by $4,000 for each Elected Official; and

 - community relations annual budgets have been increased by $2,550 for each Elected Official.

 

These changes are considered administrative in nature and are being provided to Council for review and approval to ensure that Policy C-AD22 aligns with current practice and budget. A more comprehensive review of the Elected Official Remuneration Policy is scheduled to take place in 2023, as per the policy.

Regular review and updating of policies directly aligns with Council's Pillar of Responsible Leadership and priority goal of ensuring that Council is supported by a robust and current framework of bylaws, policies, and plans.

 

Financial Impact:

Cost:   Incremental changes to honorariums and per diems, conferences/conventions, and community relations as per Schedules A and B.
