Purpose
Based on information obtained subsequent to the July 9, 2013 Council Meeting, Administration is requesting that Council rescind its original motion so that it may pursue an alternative option.
Summary
At the July 9, 2013 Council Meeting Administration presented to Council a recommendation to enter into a 12 year agreement with EQUS for the provision of power at Chickakoo Lake for an Aeration Unit as part of the improvements being made.  Administration had initially been informed that EQUS was the service provider for the area.  Subsequent to the Council Meeting and prior to proceeding with executing the agreement with EQUS, Administration took another look at the project by connecting with TransAlta (our power supplier) and Fortis.  It came to our attention that EQUS can provide power in this area but only for lands that suit agricultural activity or residences on acreages larger than 10 acres of which Chickakoo is neither.   In addition Parkland County currently has an agreement with TransAlta for the supplying of power at all of our facilities and EQUS is not a distributor that they can supply power to.  Furthermore, Administration requested a quote from Fortis and the overall costs came back very similar to the quote received from EQUS based on the rider costs over the 12 year agreement.  Two distinct advantages with Fortis is not having to enter a 12 year agreement and the ability to pay for all of the capital costs upfront, which enables the use of funding approved through Western Economic Diversification Funds - Community Infrastructure Investment Fund.  Parkland County will see 50% of the capital costs for the power hook up covered through the funding program.
