Land Use Bylaw Amendment - Redistricting of Pt: NW-21-53-07-W5M

Administration Recommendation

Administration supports the proposed motions.

 

Purpose

Proposed Bylaw 2017-03 are text and map amendments to the Entwistle Area Structure Plan Bylaw 23-2012.  The proposed amendments will allow for diversification of the agricultural economy and will support the Hamlet of Entwistle by allowing for Agricultural Industrial Development and providing criteria to ensure the development is appropriate where proposed.

 

Proposed Bylaw 2017-04 is an amendment to Map 2 of the Land Use Bylaw 20-2009 to Redistrict Pt: NW-21-53-7-W5M from AGR-Agricultural Restricted District to AGI-Agricultural Industry Development District. 

 

Summary

Bylaw 2017-03 - Amendments to the Entwistle Area Structure Plan Bylaw 23-2012

The proposed text and map amendments provide direction within the Area Structure Plan to allow for the diversification of the agricultural economy by providing criteria for permitting agricultural based industry that can be located within agricultural lands.  The intent of agricultural industrial is for the production and/or manufacturing of bio mass and bio fuels and other agriculture and silviculture products in an agricultural setting where appropriate and when any land use conflicts are mitigated by the developer.

 

Bylaw 2017-04 - Redistricting of Pt: NW-21-53-07-W5M

The proposed redistricting changes the Land Use District of the subject parcel from AGR-Agriculture Restricted District to AGI-Agricultural Industrial Development District.  This will allow for the development of the proposed General Industrial use to occur on the subject parcel. 

 

Administration has been working closely with the applicant to ensure a successful project that also works well for all stakeholders.  Additionally the applicant has been very proactive in the Entwistle community as well as with adjacent land owners to address and mitigate their concerns.

 

Strategic Plan/Policy/Legal/Staff Implications:

The proposed amendment is consistent with goals of the Municipal Development Plan 37-2007, and the Parkland County Strategic Plan 2016-2020 as it works to diversify the Agricultural economy.  No amendment to the MDP is required as the subject site remains as an Agricultural designation within Map 2 of the Municipal Development Plan.
