Body

Administration Recommendation

Administration supports the proposed motion.

Purpose

To obtain Council’s support and direction to bring back a framework that complies, evaluates and prioritizes the capital needs in one report.

Summary

The Tri Municipal Indoor Recreation Facility Strategy was presented to Council on August 22, 2017 at which time the report was received for information.  A motion was made by Administration to enter into discussions with our partner municipalities to develop an Implementation Plan for Council’s consideration. This motion was not supported by Council.

Concerns were raised about the Indoor Facility Strategy and the need for further information in a number of areas, as well as additional stakeholder involvement before moving forward with any implementation discussions.  In addition there are a number of planning initiatives that have occurred that identify potential Parks, Recreation and Culture capital needs that also need to be considered.

Administration is seeking Council’s support and direction to bring back a framework that complies, evaluates and prioritizes the capital needs in one report.  A framework will be developed that will help build a “County Perspective” with regards to the priorities in these plans, the County’s level of involvement and level of support.  The framework will include various levels of assessment including alignment with County Plans and Priorities ex. Council Strategic Plan, MDP, ICSP, among others.

The Framework and the report built off it will assist Council in providing Administration with direction when entering into discussions or negotiations around implementation or development of capital projects with regional partners.
