Purpose
Policies require rescinding by Council to allow administration to proceed with approving them as Administrative Directives.
Summary
A new policy structure was introduced to Council in 2008. Parkland County committed to a new approach by approving Policy and Development Policy C-AD01 (attached) for the updating and development of its corporate policies. At that time, a listing of all policies was reviewed with Council to explain which policies were to remain as Council Policies, and which ones were to be reclassified as Administrative Directives. Separating administrative and operational matters from Council policies has been an ongoing process, and departments continue to review and update policies.
Human Resources (HR) policies have been deemed to be operational and administrative as they pertain to management of employees. Accordingly, current HR policies are being presented to Council to be rescinded, allowing them to be reclassified by the Chief Administrative Officer as Administrative Directives.
The listed policies were presented to Council on December 16, 2014, at which time Council requested they be tabled to the Governance and Priorities Committee meeting scheduled for March 3, 2015, in order to allow Council additional time to review them. The March 3 Governance and Priorites Committee meeting was cancelled, and the March 10 Council meeting was rescheduled to March 3; therefore these policies are being presented at this meeting for further consideration.
