Purpose
To provide Council with the final Technical Growth Study.
Summary
Administration last presented an update to Council on the Technical Growth Study on July 11, 2017. Since then, Administration, along with B&A Planning Group completed the Technical Growth Study. The purpose of the Growth Study is to identify future growth options for the County and to assist Council and Administration in prioritizing the County's preferred approach to future growth.
Work on the Technical Growth Study was completed under extremely tight timelines and concurrently with the preparation of the County's new Municipal Development Plan (MDP) Bylaw 2017-14. As such, preliminary study recommendations helped inform completion of the draft MDP. Final Growth Study recommendations are found in Table 9 of the Technical Growth Study and will further assist Administration in completing initiatives identified in the new MDP and the County's Long Term Strategic Plan.
The Technical Growth Study includes a fiscal impact assessment which illustrates costs and benefits associated with the preferred growth scenario and different development considerations for the County's country residential areas and proposed growth hamlets. Findings from the fiscal impact assessment will also assist Council and Administration identify future strategic planning and investment priorities for the County.

Recommendations from the Technical Growth Study have been incorporated into the County's Municipal Development Plan One Parkland: Powerfully Connected Bylaw 2017-14 . Bylaw 2017-14 received Second Reading on July 11, 2017.
Parkland County Long-term Strategic Plan 2040 and Beyond
The Technical Growth Study will assist the County to complete several initiatives in the Parkland County Long-term Strategic Plan.
