That Governance and Priorities Committee accept the Municipal Development Plan Draft Community Vision and Values Statement as information.
Purpose.
The Draft Municipal Development Plan Community Vision and Values Statement is being forwarded to the Governance and Priorities Committee as information. Administration is also forwarding the draft statement to the Governance and Priorities Committee to assist Council with its future strategic planning sessions which will be held in early March 2014.
 
Summary
In November 2013, Administration presented Council with the Terms of Reference and Public Engagement Plan for the update to the County's Municipal Development Plan.   Since them, Administration hosted three public engagements at the end of January 2014 to gain resident feedback on developing a draft Community Vision and Values Statement to guide the new Municipal Development Plan.  Sessions were held at Woodbend Hall (January 27th), Entwistle Hall (January 28th) and Blueberry Hall (January 29th). The Long Range Planner and Sustainability Coordinator also attended three engagement sessions in January and early February on the Council Strategic Plan where additional resident input was received.
 
Engagement sessions assisted Administration in preparing a Draft Community Vision and Values Statement for the Municipal Development Plan.   Residents provided information on what they felt were the strengths, weaknesses, opportunities and threats facing Parkland County currently and into the future.  Residents also helped determine key elements required in the draft statement , and the proposed structure (length and key phrases) to be included in this statement.
 
Administration has developed a Draft Community Vision and Values statement that reflects the key findings from resident engagement sessions (attachment 1).  A rationale for how Administration prepared the Draft Community Vision and Values statement is also included in attachment 1.  Administration is forwarding the Draft Community Vision and Values Statement to the Governance and Priorities Committee to also assist with Council's future strategic planning sessions to be held in early March.   
 
March engagement sessions for the Municipal Development Plan have been planned for Graminia Community Hall (March 10th), Manly Community Hall (March 11th), and Tomahawk Hall  (March 12th).  The Draft Community Vision and Values Statement will be presented to residents for their feedback at these sessions. Administration intends to forward the final Community Vision and Values Statement to Council in mid April for formal adoption.
 
Strategic Plan/Policy/Legal/Staff Implications
The Draft Municipal Development Plan Community Vision and Values Statement is being forwarded to Governance and Priorities Committee to assist in Council's strategic planning sessions.   Administration feels that the proposed Statement adequately reflects residents' vision for Parkland County, and could be used to assist with Council's development of its strategic vision, principles and goals.
 
Once approved, the Draft Community Vision and Values Statement will also be used as the Vision Statement for the County's Integrated Community Sustainability Plan (ICSP) which is being updated in 2014.

Considerations for Alternative Motions include:
 
a) Governance and Priorities Committee to request revisions to the Draft Community Vision and Values Statement
 
If the Governance and Priorities Committee requests revisions to the Draft Community Vision and Values Statement, Administration requests clarification on what these revisions may be.
 
b) Governance and Priorities Committee to reject the Draft Community Vision and Values Statement
 
If the Governance and Priorities Committee chooses to reject the draft Community Vision and Values Statement,  Administration seeks clarification on how to proceed with Phase 1 (the visioning component) of the Municipal Development Plan update.
