Dust Control Report

Proposed Motion

That administration be directed to prepare a dust control report that provides funding alternatives to initially apply and rehabilitate dust control projects.

Body

Purpose

On July 11, 2017, Mayor Rod Shaigec presented a Notice of Motion to be presented to Council on August 22, 2017 regarding a Dust Control Report.

Summary

Dust Control on Multi-parcel Residential Subdivision Roads Policy C-PW20 and Dust Control on Range Roads and Township Roads Policy C-PW11 allow the consideration to apply dust control on internal subdivision roads on a request and fee for service basis, and adjacent to residences on rural roads on either a County delivered and funded, or a request and fee for service basis, respectively.

Multi-parcel Residential Subdivision Roads Policy C-PW20 involves applying products to no less than 100 meters of roadway adjacent to a residence to minimize the creation of dust by vehicle traffic.  The County reserves the right to apply dust control treatment and to maintain the treated section of roadway as deemed appropriate.  Residents requesting dust control must complete an application form and must have written agreement from the property owners directly adjacent to the proposed work.  The resident requesting dust control must pay the County prior to work being done.  The Public Works Fees and Charges Schedule establishes the cost for this service.

Dust Control on Range Roads and Township Roads Policy C-PW11 involves the County funding the application of products to roads adjacent to properties designated by the policy, or adjacent to eligible residences on a request basis.  Designated properties receive the required length of dust control and eligible residences receive 100 metres of dust control at no cost to them.  Eligible residences may receive dust control in excess of 100 metre but they are responsible for those additional lengths at the per lineal meter costs prescribed in the Public Works Fees and Charges Schedule.  Residents who do not meet the requirements of this policy are responsible for the full cost of the dust control application as prescribed in Public Works Fees and Charges Schedule.

With the fiscal challenges facing Parkland County funding alternatives need to reflect this reality to ensure this service level is sustainable in the future.
