Administration Recommendation

Administration supports the proposed motions, as presented, to ensure transparency, allowing opportunity for the public, adjacent municipalities, and affected parties, to provide feedback on Bylaw 2023-08 and supporting Conceptual Scheme.

 

Purpose

The Land Use Bylaw amendment and Conceptual Scheme have been drafted to support the expansion of the Trestle Creek development to include new types of resort residential development as part of a four-season golf resort. Should Council approve these documents, the documents replace the existing Outline Plan and districting for Trestle Creek.

 

Administration interprets Bylaw 2023-08 and the related Conceptual Scheme to be in conflict with Municipal Development Plan (MDP) 2017-14 Policy 8.2.5g. This policy reads that “New development along lakefront and riparian areas shall establish their maximum densities in an Area Structure Plan.” A Conceptual Scheme is not a suitable alternative to meet the expectation of this MDP policy.

 

Summary

The existing Outline Plan for Trestle Creek was approved in 2010 and amended in 2014. This Outline Plan establishes a vision for a recreation-based community, integrating predominantly recreational vehicle living with a golf course and other recreational activities. In 2016, the applicant presented a development concept to Parkland County for the expansion of the golf course to 27 holes and the introduction of several new resort residential development types (ie. single family homes). In 2017, following the approval of Municipal Development Plan 2017-04, the applicant was informed that an Area Structure Plan would be required as policy support for the new development concept.

 

Administration's position today is consistent with that of 2017; that an Area Structure Plan is necessary in order to be in compliance with Municipal Development Plan 2017-04.
