Yellowhead County Fire Services Agreement
Proposed Motion(s)
That Council grant Administration the authority to negotiate and execute a Fire Services Agreement with Yellowhead County within the following parameters:
1. That the capital contribution to the new Evansburg Fire Station not exceed $3,250,000
2. That annual fire services costs in the agreement not exceed $325,500

Administration supports the motion as proposed. There are still a number of details to be worked out regarding service levels and expectations which may result in different numbers, but they will not exceed what is identified in the proposed motion.
Purpose
The current fire services agreement with Yellowhead County is 15 years old and requires updating. Yellowhead County has given notice of their intent to terminate the current agreement giving one years notice as per clause 21 in the current agreement; termination to take effect February 10, 2017.
Summary
In October of 2015 Parkland County received a request from Yellowhead County seeking funding support for a new Fire Station in Evansburg (Attachment #1). The estimated cost was $6,500,000 of which they were seeking 50% in funding support from Parkland County. Subsequent to this Yellowhead County advised that they would be terminating the existing Fire Services Agreement in February of 2017. Meetings have been held with Yellowhead County who have proposed new terms for a Fire Services Agreement. Information regarding Yellowhead County's current annual coverage costs for servicing Parkland County has been provided (Attachment #2) and amounts to $325,405/year.
Administration recognizes and values the Fire Services provided by Yellowhead County to Parkland County residents and looks forward to sorting through the details to secure and execute a new Agreement which meets both municipalities needs.
