Purpose

The final Wabamun Sub-Watershed Land Use Plan is being presented to Council to be accepted as information.

Summary

The Wabamun Sub-Watershed Land Use Plan (WLSLUP) supports responsible land use practices in the watershed. The Plan will also form the "land use component" of an Integrated Watershed Management Plan being prepared by the Province of Alberta, the North Saskatchewan Watershed Alliance (NSWA) and the Wabamun Watershed Management Council (WWMC) for Wabamun Lake. Administration has completed the final draft of the phase 2 Land Use Plan and the phase 3 Action Plan (see attachments). Administration will complete the Lake Toolkit (phase 4) in December 2016 with minor revisions in 2017. Administration is also currently in the process of developing a communications strategy to inform residents and lake stakeholders on future County projects related to Lake Wabamun.

 

Successful implementation of Sub-Watershed Plan will require strong partnerships with the Government of Alberta, local governments and stewardship groups on projects in the Action Plan. Integration between County departments on "co-managed" projects will also be critical to the implementation of actions in the Action Plan.

Strategic Plan/Policy/Legal/Staff Implications

The Sub-Watershed Action Plan has identified projects which will require staff resources and funding. The Action Plan is for estimate purposes only at this time, and projects will need to be prioritized by the County for completion where applicable.

 

Plan recommendations will inform the development of the new Municipal Development Plan (MDP) which will be completed in 2017.  Recommendations will also inform future updates to the Land Use Bylaw (LUB).
