Purpose
A Regional Collaboration Program grant would help fund the cost of implementing the new Public Sector Accounting Standard 3260, Liability for Contaminated Sites. Partnering with the Summer Village of Betula Beach and the Summer Village of Lakeview will result in a consistent approach taken by the municipalities as well as possible cost savings due to economies of scale.
Summary
On February 11, 2014, Council approved RFD 13-224 which directed Administration to participate and submit a Regional Collaboration Program (RCP) grant application for a Contaminated Sites Consultant. Further, Administration was also directed to partner with the City of Spruce Grove, the Town of Stony Plain, and the Summer Village of Seba Beach who would jointly use this consultant and finally, Council designated Parkland County Administration as the project lead for the RCP grant application for the purposes of receiving, administering, allocating, reporting and accounting for the grant and funds on behalf of the partners. Since approval of RFD 13-224, the City of Spruce Grove has withdrawn their interest to partner with Parkland County. As a result, Administration requests that the Summer Village of  Betula Beach and the Summer Village of Lakeview be added as partners for this grant application. This partnership would reduce redundant efforts between the municipalities and potentially result in economies of scale. This would also result in a more efficient and cost effective implementation for each municipality.
