That revised Policy EN-01 Road Surfacing - Country Residential be approved, as presented.

Administration Recommendation

Administration supports the proposed motion, as presented. Approval will ensure the policy is current, is aligned with organizational priorities and better outlines Administrative functions and responsibilities related to the policy.

 

Purpose

To bring the current policy forward to align with current practices and ensure consistency within the organization

 

Summary

This update is to ensure the policy is current and structured like other newly updated policies within the County. Administration added a few definitions to provide clarity, adjusted position titles to match organizational structures and completed minor amendments to scope and applicable areas to ease confusion with Administration and rate payers.

 

Brief outline of the amendments is as follows:

 

                     Definitions 1 through 9 - intended to provide clarity

                     Responsibilities - updated to show General Manager of Operations has oversight and that the Director of Engineering Services has responsibility for implementation

                     1.c. Deleted last sentence as a new definition was added to provide clarity on what a Residential Development is.

                     1.d. Added information that ensures a roadway submitted for Local Improvement can actually be completed without incurring substantial preparation work ahead of paving activity.

                     1.e. Added clarity to the clause

                     2.g. Added information from Municipal Government Act that was previously not included. This is a requirement under the Municipal Government Act 226(1). It is optional to include in this policy but must be followed to have proper procedure.

                     Schedule 1 - Clause 10.  Added information from Municipal Government Act that was previously not included. This is a requirement under the Municipal Government Act 225 (2). It is optional to include in this policy but must be adhered to for proper procedure.

                     Schedule 1 and Schedule 2 - Footer.  Added information regarding protection of personal information that was previously not included. This is a requirement under the Municipal Government Act 226.2(1). It is not an option to remove from petition documents.
