Summary
Intermunicipal Development Plans (IDPs) are agreements between two or more municipalities, which outline how planning and development decisions will be made when they affect both sides of the boundary lines.
Parkland County and Leduc County have mutually agreed that an Intermunicipal Development Plan is not required between the two municipalities.This decision is based on the geographic nature of the shared boundary, which provides a sufficient buffer and minimizes the potential for land use conflicts.
This resolution reflects a collaborative understanding and does not indicate any changes to existing planning frameworks or relationships.
Background
Previously, Parkland County and Leduc County were exempt from the requirement to adopt an Intermunicipal Development Plan with each other as members of the same growth management board – the Edmonton Metropolitan Region Board (EMRB).
- Section 631(1) of the Municipal Government Act (MGA) requires all municipalities that have common boundaries and are not members of a growth management board to adopt an Intermunicipal Development Plan.
- On April 1, 2025, the Government of Alberta repealed the EMRB Regulation (Alberta Regulation 189/2017), effectively dissolving the growth management board.
- Section 631(2) of the Municipal Government Act permits neighbouring municipalities to determine whether or not to adopt an Intermunicipal Development Plan with each other. They may choose not to adopt an IDP if they mutually agree they do not require one.
The North Saskatchewan River is the boundary between Parkland County and Leduc County. It serves as a buffer between the two Counties, and beyond environmental setbacks, the land is predominantly agricultural.
Parkland County and Leduc County administrations met on August 19, 2025, to carefully review land use and development within their common boundary and have mutually agreed that an IDP between Parkland County and Leduc County is not required at this time.
Both municipalities have consideration of this resolution scheduled for Council today. If both Councils adopt this resolution, they will not be required to adopt an IDP.
If, at a later date, one municipality revokes the agreement, both municipalities must adopt an Intermunicipal Development Plan within one year, unless the Minister grants a further exemption.

Section 631(2) of the Municipal Government Act does not require municipalities with common boundaries to adopt an Intermunicipal Development Plan with each other if they agree that they do not require one, but any of the municipalities may revoke its agreement at any time by giving written notice to the other or others, and where that notice is given the municipalities must adopt an Intermunicipal Development Plan within one year from the date
of the notice unless an exemption is ordered from the Minister.
