Regional Agriculture Master Plan Regional Context Statement (RAMP RCS) Project

 

Proposed Motion

That the Committee receive the Regional Agriculture Master Plan Regional Context Statement Project Administration Report for information, as presented.

Administration supports the proposed motion as presented.

 

Purpose

To align with regional and provincial requirements regarding agricultural preservation and municipal development.

 

Summary

The Regional Context Statement (RCS) will provide information on how municipal policies align with the Regional Agriculture Master Plan (RAMP). The RCS is not intended to make decisions on the direction of specific policy at this time, but will:

 

1. Identify if action is required to align with RAMP policies; and 

 

2. Share that the detailed analysis and implementation of the RAMP policies will be reviewed and considered in the Municipal Development Plan (MDP) Project.   

 

The RAMP RCS Project includes completing the EMRB’s standard RCS form that requires municipalities to state how they meet the definitions and policies of the RAMP within their MDP, and if not, how they will do so. 

 

The County’s approach to aligning to the RAMP is kept at a high level. This approach would provide the EMRB Parkland County’s commitment to addressing the definitions and policies in the RAMP within our MDP, but not describe exactly what those definitions and policies are, leaving opportunity for Council and public input. The EMRB sets goals and objectives with policies in the RAMP; however, the County decides how our policies and regulations will be drafted to meet those goals. These policies and regulations will be created as a part of the MDP Update and Land Use Bylaw (LUB) ReDesign Projects.

 

Strategic Plan/Policy/Legal/Staff Implications:

The proposed motion is consistent with the pillars of the Parkland County Strategic Plan 2022-2025, including Pillar C: Respected Environment and Agriculture.
