City of Spruce Grove - 2014 Capital Cost Share Request

That Council approve funding of up to $53,462 from Recreation Facilities Restricted Surplus for the City of Spruce Grove's 2014 Capital cost share request for replacement of the Underfloor Heat Exchanger and Ice Resurfacer as well as repairs to the Cold Brine Piping at the Spruce Grove Agrena.

Administration believes that these upgrades would be beneficial to the operation of the facility as they will help maintain current operational demands on the facility.
Purpose
Under the terms of our cost share agreement with the City of Spruce Grove, Parkland County, may, at their discretion, provide funding support for capital repairs made to the Spruce Grove Agrena.
Summary
Parkland County has received a Capital Cost Share Request from the City of Spruce Grove for three projects they wish to undertake in 2014 at the Spruce Grove Agrena. Based on the current Operational Cost Share Agreement, Parkland County covers 24% of the operating expenses. As such, past practice has been to use the same formula for capital requests. The capital items being requested include:
Underfloor Heat Exchanger Replacement
This unit is past its life expectancy and is causing issues operationally, therefore it is in need of replacement at this time.

Cold Brine Piping Repair
Over the past season, there have been numerous issues with seals needing to be replaced on the unit due to leaks in the lines, which results in lost glycol. As a result, CIMCO has had to come to site four times in the past season and a half to replace the seal, top up the glycol and perform additional system checks.

Replacement of Ice Resurfacer
As part of its equipment lifecycle plan, the Ice Resurfacer is due for replacement in 2014. Replacing this unit on a regular basis helps maintain ice quality and reduces the risk of the unit breaking down.

It is anticpated this work would be completed in 2014. If funding is approved, it will be included as part of the 2014 Budget process and funding would then be forwarded once financial documentation is received confirming completion.
