Administration Recommendation
Administration supports the proposed motion as this will better inform Governance and Priorities Committee on current and future plans for Parkland County’s water and wastewater systems.
Purpose
To update the Governance and Priorities Committee on the Water and Wastewater Master Plan Project.
Summary
The Water and Wastewater Master Plan will be a non-statutory strategic planning document that will highlight areas with existing water and wastewater servicing, identify the long-term vision of where Parkland County could provide water and wastewater servicing in the future, and detail the strategic directions and actions needed to support both current and future water and wastewater servicing in Parkland County.
The project is broken into three phases:
1. Phase 1 - Where are we now, is complete.
2. Phase 2 - Where do we want to go, is nearing completion
3. Phase 3 - How do we get there, will be finalized in the latter half of 2026.
The purpose of this update is to:
1. Summarize key findings from the review of 2020-2024 historical usage volumes.
2. Review outcomes of commission meetings held with CRPWSC, WILD, ARROW and EPCOR.
3. Present and confirm potential future servicing areas with a focus on the 20-year time horizon.
4. Outline key themes and overall feedback from online public engagement.
5. Confirm next steps forward as we move into Phase 3 of the project - How Do We Get There.
Historical Information:
RFD 25-113 “Water and Wastewater Master Plan - County Wide Update” was presented to the Governance and Priorities Committee on May 20, 2025, where the intended scope of work was received as information.

This initiative aligns with the following Parkland County Pillars in the 2022-2025 Strategic Plan:
• A.1 To ensure that County infrastructure meets the needs of residents, business and industry.
• B.1 To explore strategies that encourage new businesses to locate in Parkland County, with strategic emphasis on Acheson and the Wabamun area.
• D.1 To ensure the County Council is supported by a robust and current framework of bylaws, policies, and plans.
• D.2 To strive for organizational excellence in delivering County services and programs to residents, businesses, and community groups.
