That Bylaw No. 2015-15 be further tabled to the May 26, 2015 Council meeting to provide additional time for Administration to complete the Subdivision and Development Appeal Board (SDAB) composition report.

Purpose
The purpose of Bylaw No. 2015-15 is to change the composition of the SDAB to mitigate the extensive workload presently being experienced by the Board.  Changing the appointments of alternate members to full members would help create a larger pool of public members to draw from.
 
Summary
SDAB Bylaw No. 2015-15 was reviewed and discussed by Council at their meeting on April 21, 2015.  Council tabled SDAB Bylaw 2015-15 to their May 12, 2015 meeting requesting additional information regarding SDAB composition options for Council to consider.  Administration is in the process of compiling a SDAB composition report for Council's review however this report will not be completed for the May 12th Council meeting.  Administration believes the composition report will be ready for the May 26, 2015 Council meeting and is requesting additional time to complete the report.
 
SDAB Bylaw No. 2015-15 was originally reviewed and discussed by the Governance and Priorities Committee (GPC) at their meeting on April 7, 2015.  GPC had recommended that Council pass the bylaw, and also change the current alternate SDAB member positions to full members.
 
The passing of SDAB Bylaw No. 2015-15 would allow for Administration to proceed with advertising for additional public members to balance the workload on between Board members, and reduce the requirement for the Board to achieve a meeting quorum.  The SDAB has experienced an extensive workload over the past year and has periodically had difficulty in achieving meeting quorum.  It would be advantageous to have a larger number of Board members appointed to the SDAB to share the workload on a rotational basis, and reduce the required number of appointed Council members on the Board to assist in obtaining a meeting quorum.  It is anticipated that changing the composition and quorum requirements of the Board would improve the ability to schedule members, and help reduce the need to adjourn scheduled hearings due to lack of meeting quorum.
 
Proposed Bylaw No. 2015-15 provides for the Board to consist of four (4) public members who must be residents of Parkland County, and one (1) member of Council.  For a quorum, two (2) public members and one (1) member of Council must be in attendance.
 
To be consistent with other Council Committees, the proposed bylaw provides that the SDAB Chair is the Council member sitting on each Board assembled.

The Municipal Government Act section 627 provides that Council must, by bylaw, establish a Subdivision and Development Appeal Board.
