Purpose
As per Policy C-RP03, requests submitted under the Sustainability Grant - Major Capital  are to be approved by Council.
 
Summary
Hycrest Place Community Association has a skating rink which is reaching the end of its life-cycle. The rink boards and asphalt pad are all beyond repair due to significant damage by poplar roots, inadequate installation and thickness of the pad.  The rink was originally located at the base of the hill next to the pond to allow for easy flooding, however this has not worked out as anticipated due to the manual labour required to install the pump and run hoses from the pond each time the rink needs to be done. In addition, the secluded location causes some concerns with the safety and security of the users and has contributed to a lack of spontaneous use of the rink.
 
The community association is proposing to demolish the current rink, remediate the land and build a new 60' x 80' rink with boards up on the hill, adjacent to the top parking area, close to the main road at a total cost of $64,395.92. The Board has been active in fundraising to cover a portion of the costs; they have $13,768.98 earned through working a casino, $4,660.00 in in kind donations and will be applying to the Community Facility Enhancment Program Grant in the amount of $32,197.96 and are seeking funding assistance in the amount of $13,768.98 from the County to ensure the project is able to proceed.  Further details are available in the attached Administrative Report and Grant Application.  If approved, the change to the 2015 budget will be noted during Spring Budget adjustment.
