Proposed Motion
That an amount of up to $55,000 be approved from Future Operating (Restricted Surplus) for the purchase of Health and Safety Management Technology.

Administration Recommendation
Administration supports the proposed motion to promote safety culture and leadership in Parkland County. Parkland County has reached a point where it needs to move to technology solution system for its health and safety management needs. A health and safety management system will enable and support the overall safety leadership culture change. This system will equip employees and leaders with timely and structured safety management and will provide valuable time for moving the culture of care, concern and safe work.
Purpose
Currently the safety management is a manual process and reporting is disconnected by the use of spreadsheets or word documents. The Safety Coordinator is the “central” point of the manual program and while this is appropriate for the data collection and reporting; it needs to be accessible by all in a form that is easy to use, has a single point of entry and measurement and reporting is accessible to all levels of leadership. Access by leadership and employees will be supported in remote locations
Summary
Parkland County desires to continue to promote a high level of safety. A Health and Safety Management software system is to provide system deliverables:
• Centralized information and data collection and analysis for statistics, metrics and overall focus and improvement.
• Real time reporting capability
• Document (forms) control and hosting.
• Safe work Observation (Intervention cards) to promote a strong safety culture and track areas for improvement and training.
• Enable COR Audit capability.
• Incident Report/Investigation Report to record the investigation findings along with the preventive measures or corrective actions.
• Inspection Report to record area worksite reviews for potential hazards or potential deficiencies.
• Job Hazard Analysis & Field Level Risk Assessment to evaluate jobs, worksites or activities for potential risks or hazards and appropriate mitigation (elimination).
• Orientations to assist with the required elements of “new hire” safety training and awareness (documentation and tracking).
• Contractor Safety to assist with documentation and tracking of contractor requirements and incidents.
• Safe Work Permitting Forms can be leverage on these systems to assist with compliance and control (and link to hazard identification).
• Support environment incident investigation, tracking and reporting
The annual cost for the maintenance of a health and safety management technology software program is estimated to cost up to $50,000.00 per year. The maintenance cost will be included in future budgets for approval.
