Proposed Motion(s)
1. That Council accept the Safety Codes Council External Audit from the Safety Codes Council for the building, electrical, gas, plumbing and private sewage disciplines for the period of January 1, 2012 to December 31, 2012 as information.
2. That Council accept the Safety Codes Council letter dated April 23, 2015 on the County's 2014 Internal Audit as information.
3. That Council  accept Administration's Report dated April 2015 of the Safety Codes Audits and list of response actions taken by the Planning and Development department as information.
4. That Council authorize Administration to enter into an updated Municipal Uniform Quality Management Plan (UQMP) with the Safety Codes Council, as presented, in response to the completed Safety Codes Council Audit, and as now required by the Province of Alberta.

Administration supports the execution of an updated Municipal Uniform Quality Management Plan.
 
Purpose
Administration seeks a Council Motion in order to proceed with execution of the revised Municipal Uniform Quality Management Plan with the Safety Codes Council.
 
Summary
The Safety Codes Council completed an external audit of Parkland County's safety codes accreditation in the building, electrical, gas, plumbing and private sewage disciplines between September 4 - 6, 2013. The audit has been completed and filed with the Safety Codes Council. An executive summary of the Safety Codes Council audit, along with a copy of the complete audit is attached for Council's reference. The audit found Parkland County, its staff, and contracted accredited agency to be providing services in all disciplines with integrity, transparency and reasonableness and are meeting the intent of the Safety Codes Act and the Parkland County Uniform Quality Management Plan. However, the audit also identified that safety codes services in these disciplines could improve with the management and service delivery of Parkland County Quality Management Plan expectations.  Since completion/implementation of Parkland County's response to this audit a letter (dated April 23, 2015) has been received by the County confirming that "As there appear to be no concerns at this time, the information as provided has been recorded and placed in the accreditation file for future reference."   
 
Parkland County last updated the current Uniform Quality Management Plan with the Safety Codes Council on November 23, 2004 (Council Resolution #500-04). The recently completed audit confirmed the need to update and revise the current Uniform Quality Management Plan to meet current provincial requirements. Administration has prepared and updated a revised Municipal Uniform Quality Management Plan (please see Attachment #5) consistent with the findings of the audit and seek Council's authorization to proceed with execution of the updated UQMP.
 
Strategic Plan
Execution of a revised Municipal Uniform Quality Management Plan shall ensure that the County continues to provide effective and customer oriented safety code services compliant with the Safety Code Act and Permit Regulations.
