Body

Administration Recommendation

Administration supports this request, as it addresses lifecycle and standard maintenance activities that ensure the effective, efficient operation of these facilities that serve Parkland County residents.

Purpose

As part of the Recreation Cost Share Agreements we have with six of our municipal partners, Council may, at their discretion, provide funding support for capital repairs at the facilities outlined in each of the agreements.  As per this agreement, the requests are being submitted to Council for their approval.

Summary

The recreation cost share agreements with our regional partners, except for Yellowhead County, expired at the end of 2017.  Following the completion of the Parks, Recreation and Culture Master Plan, recommendations were made relative to cost share agreements for further exploration.  However, given the timeing of the Master Plan completion, cost share discussions and negotiations did not occur.  In addition, Intermunicipal Collaboration Framework discussions have begun with neighboring municipalities, of which cost share of recreaction facilities will most likely be included.  This will provide time for the ICF discussions to take place, and have a better understanding of the scope of the frameworks relative to recreation and culture facilities and their impact on cost share discussions.

As part of the terms and conditions of the agreement, partner municipalities may submit annual requests for capital upgrades for Council to consider cost sharing on.  Administration received requests from the City of Spruce Grove, Town of Drayton Valley and Yellowhead County in 2017.  As there was uncertainty around 2018, these requests were not presented to Council for consideration during the budget process.  However, now that the one year extension has been agreed upon, they are being submitted at this time for consideration.

The summary of these requests are as follows:

Municipality                                                               Total Cost                                          County Share

City of Spruce Grove                                          $165,000                                          $40,145

Yellowhead County                                          $273,462.25                                          $136,731

Town of Drayton Valley                     $281,000                                          $17,841

Total                                                                                    $719,462.25                                          $194,717

These projects are normally funded from "Restricted Surplus -Recreation Facilities".  This Restricted Surplus account currently has approximately $2,500,000 of uncommitted funds.
