Land Exchange of a portion of Parkland County Municipal Reserve (R-1) for Lot 2 in Duffield Downs Subdivision (NW 02-53-3-W5W)
Proposed Motion(s):
That the Governance Priorities Committee (GPC) instructs Administration to move forward with consideration of the Applicant's request to dispose of a portion of Parkland County's Municipal Reserve for the purpose of acquiring the Applicant's Lot 2 of undevelopable environmentally sensitive property within the Duffield Downs subdivision.

Administration Recommendations
Administration supports the proposed land exchange and recommends to the Committee to move forward with the Applicant's request to exchange of a portion of the County's Municipal Reserve (+/- .54 ha) for the purpose of acquiring (+/- 1.2) ha of environmentally sensitive property currently owned by the applicant.    
Purpose
The County has received a request from the Applicants to dispose of a portion of Parkland County's Municipal Reserve Land (R-1) totaling approximately 0.54 ha (1.3 ac) in exchange for an environmental/ecological parcel of undevelopable land of 1.2 ha (3 ac) located within the Duffield Downs Subdivision (NW 02-53-3-W5W). Please reference the attached Administrative Report for details.
Summary
On multiple occasions the Applicants have unsuccessfully tried to sell Lot 2 for residential development. Administration's suggestions to the Applicants were two fold. The first, would be the exchange of approximately .54 ha (1.3 ac) portion of Municipal Reserve Land (R-1) owned by Parkland County to be transferred to the Applicant's Lot 3 through a Lot Line Adjustment, increasing Lot 3's total size from 1.22 ha (3.03 ac) to 1.76 ha (4.33 ac). The second, would be a transfer of the Applicant's 1.2 ha (3 ac) Lot 2 to the Duffield Downs Municipal Reserve increasing its size from 14.7 ha (36.4 ac) to 15.36 ha (38.1 ac) through another Lot Line Adjustment. Refer to the attached Administrative Report for further details.
Strategic Plan/Legal/Staff Implications
1) The request is consistent with Municipal Development Plan- Section 3, Subsection 3.10 and Land Use Bylaw Section 3(a)(ii) "Lots created in Parkland County must have at least 0.8 ha (2.0 ac) of contiguous developable land."
2) The request is consistent with Municipal Development Plan- Section 8, that the Parkland County is to plan, protect and manage recreation open space and resources for the advantage of all County residents."
3) The request is consistent with Municipal Development Plan- Section 6, Goal.2; the "County supports protecting environmentally significant areas and, in particular, it supports maintaining the environmental integrity of the County's rivers, streams and lakes."

Alternatives:
1) GPC may table the proposal and disposition of land(s) and further request Administration and/or the Applicants to provide additional information, research, or policy information.
2) GPC may direct Administration to advise the Applicant's that they do not support the proposed land(s) exchange.
