Body
Administration Recommendation
Administration supports the proposed motion as the revised policy aligns with Council's Strategic Plan and budget initiative.
Alternatively, Council may consider the following proposed motion:
To approve the policy as presented with the following amendment "Section 7, b. to now read: "Parkland County Administration will review all grant applications for the Micro and Emergent Minor Capital Repair grant streams and make recommendations to Community Sustainability Committee for final approval. There is no appeal process.”
Alternatively, Council may consider to not revise the current Not For Profit Organization Grant Funding Program Policy C-RP14.
Purpose
Review the policy as per the review schedule and incorporate Council's request for a minor grant stream for NFP’s to access funding dollars for smaller projects with a short turnaround time. The changes in the grant have been budgeted for in the 2023 budget.
Summary
At the December 6, 2022 Governance and Priorities Committee meeting, Committee recommended that Schedule A, Section 1b. be revised to reflect a change "Up to 25%" to now be "Up to 50%". Administration has reflected this change in the proposed revised policy presented
The Not-for-profit Organization Grant Funding policy provides the County a means to distribute County dollars to Not for profit groups (NFP's) that serve Parkland County residents through the provision of recreation, culture and social programming. The current policy has one intake period whereby groups apply in the spring, requests are included in the budget and funding is awarded for the next calendar year. Based on feedback provided by the sustainability committee to Council, Council has requested the addition of a small grant stream that NFP’s can access in a timely manner for small projects, emergent needs and asks that may be too small for the current grant program. The sustainability committee also requested a need to better support those groups that are based in Parkland County.
Administration reviewed the Policy, with input from the Community Sustainability Committee, and recommends some changes to the policy to better address gaps and future needs identified. The proposed changes will have no impact on budget as it is funded by the current approved budget.
The Not-for-profit Organization Grant Funding policy changes includes two major changes:
1) The addition of 2 new grant streams to be administered and approved by administration on a quarterly basis; and
2) Increases to eligible amount for Parkland County based NFP’s and adds the category of regional partners.
With these changes the policy better reflects the current needs of the both the Not for Profits groups and Parkland County residents.
Community Development Coordinators will continue to work with Not for profits groups to access our grant programs to help them achieve their short and long term plans.
