That Council approve an additional $64,000 in funding for the Parkland County Municipal Library Board for 2016 operations with funding to come from the 2016 Final Budget .

Purpose
Parkland County Municipal Library Board is seeking an increase in annual funding.
Summary
The Parkland County Municipal Library Board is responsible for the management, operation and provision of Library services for County residents. As per their presentation this morning they have recently undertaken an extensive planning process to develop their Plan of Service for 2016-2020 and have several challenges ahead of them. In order to address these challenges an increase in annual funding has been requested to ensure that service levels can be maintained for County residents.
Should Council chose not to approve the increase in funding for the Parkland County Library Board, there are 2 alternatives:
1. Council may request that the Library Board review current service levels and associated budgetary requirements for potential cost savings.
2. Council may allow the Library Board to complete the current year with a projected deficit. (Note: The Library Board is a wholly owned subsidiary of Parkland County, therefore; in the event that the Library Board does not have sufficient reserves to fund a deficit, Parkland County will be responsible to provide the funding.)
Parkland County Municipal Library Board will present their 2015 Report and Financial Statements, as well as their 2017 Budget Request, for Council's consideration and approval by the end of May.
