5th Meridian Business Park Servicing Study.

 

Recommendation

That the Governance and Priorities Committee accept the 5th Meridian Business Park Servicing Study as information.

 

Body

Purpose

To present and show how the 5th Meridian Business Park Servicing Study will assist Parkland County in future system planning to ensure the area is adequately served as future development occurs.

 

Summary

The 5th Meridian Area Structure Plan (5th Meridian ASP) was completed in August 2001 by Armin A. Preiksaitis. The ASP proposed two levels of municipal servicing within the area bound by Highway 16 to the north, the City of Spruce Grove to the east, the Town of Stony Plain to the south and one half mile west of 5th Meridian Road.

 

In 2004, Parkland County asked Associated Engineering to review the 5th Meridian ASP and to develop servicing options based on different levels of service. The servicing options and cost-benefit analysis determined that full municipal servicing would be the best option for this area.

 

The Planning & Development Department is currently reviewing the Area Structure Plan and examining the servicing requirements defined within this study.

 

In 2009, a 5th Meridian Servicing Task Group was created with representatives from both Parkland County and the Town of Stony Plain in order to address the required servicing needs for this area (including Parkland County Centre).  This Group recommended that Parkland County retains the services of a professional engineering consulting firm to assist in making future decisions.  As a result, in September 2009 Administration received Council approval to hire Associated Engineering.

 

The study was initiated to analyze and provide the best option available for sanitary and water servicing within the 5th Meridian area.  The primary objectives of the study were to:

 

                     Examine the existing water and sanitary systems and provide connection options.

                     Determining the systems demand.

                     Conduct servicing option analysis.

                     Assess potential future growth locations and staging options to service these locations.

                     Provide cost estimates.

 

Finally, the study will provide accurate information so Parkland County can confidently report on future estimated water use and sewage generation that is submitted to the Capital Region Parkland Water Services Commission and the Alberta Capital Region Wastewater Commission

 

Administrative Position

Administration recommends that GCP accepts the 5th Meridian Business Park Servicing Study as information.

 

Strategic Plan/Policy/Legal/Staff Implications

The model and cost estimates will be used for calculating the offsite levies that will be charged to area developers for the construction of water and sewer services. This update follows the Strategic Plan Values which provide a foundation for a strong, vibrant and sustainable community.
