Proposed Motion(s)
1. Council approve the temporary secondment of the two Municipal Enforcement Officers to the Gravel Point Officer Position,  
2. Council approve the hiring of two (2) temporary Municipal Enforcement positions for a 1 year term at a cost of $56,020, with funding to come from the Restricted Surplus- Municipal Operations.
3. Council approve the County entering into an Enhanced Policing Agreement with the RCMP Spruce Grove/Stony Plain Detachment to provide additional gravel truck enforcement at a cost of $10,000 with funding to come from the Restricted Surplus - Municipal Operations.

Administration Recommendation(s)
Administration recommends seconding the two Municipal CPO1s to bolster the Gravel Point Officer position.  This will require Parkland County to fill the vacant Municipal Enforcement Officer positions with term Bylaw Enforcement Officers for 12 months.  Administration further recommends entering into    an Enhanced Policing Agreement with the RCMP Spruce Grove/Stony Plain Detachment to further increase gravel truck enforcement.  
 
Purpose
Administration wishes to provide Council with options to enhance the Quality of Life and Public Safety by temporarily increasing the Gravel Point Officer position.  
 
Summary
There are currently 47 active gravel pits in Parkland County.  One area of Parkland County has over 200 gravel trucks traveling on the County roads plus the adjacent Provincial highways on a daily basis.  The gravel truck traffic volumes are currently stretching the one Gravel Point Officer's ability to adequately address concerns in a timely fashion.  Additional resources are required to meet the increase in gravel related issues.  Parkland County requires actions which will link all the proactive, reactive and enforcement actions back to the applicable Development Permits and the Haul Agreements.  The purpose of the Gravel Point Officer is to provide a coordinated response to the public, investigations of gravel related issues and the appropriate follow up with all stakeholders.  Administration is recommending the following:
 
1.  Temporary secondment of the two CPO1 Municipal Enforcement Officers to enhance the Gravel Point Officer.  No cost to the County as these positions are already approved in the 2013 budget.
2.  Temporarily back fill their two vacancies with one year term Bylaw Enforcement Officers.  Cost of $56,020 for August - December 2013 and January - July 2014 - $82,174 total = $138,194.      
3.  Enter into an Enhanced Policing Agreement with the RCMP Spruce Grove/Stony Plain Detachment to a maximum of $10,000 for the remainder of 2013.  The 2014 costs will be part of the 2014 budget process.
