Municipal Development Plan Bylaw 2017-14

 

Proposed Motions

1. That Bylaw 2017-14 be amended as identified in Attachment 1.

2. That Bylaw 2017-14 receive second reading.

3. That Bylaw 2017-14 be forwarded to the Capital Region Board for approval.

Administration Recommendation

Administration supports the motions as presented. Approval of Bylaw 2017-14 will establish a new Municipal Development Plan for Parkland County.

 

Purpose

Pursuant to Section 632 of the Municipal Government Act, Parkland County Council has the authority to adopt a Municipal Development Plan.

 

Summary

Bylaw 2017-14 Municipal Development Plan (MDP) establishes Parkland County's long term vision for growth as expressed by County residents and Council. MDP policies support the long term vision for growth by providing policy direction in specific areas including agriculture, economic diversification, responsible residential development, and the protection of sensitive high priority landscapes and environmental features. Draft MDP policies further support the development of healthy and connected communities, safe transportation and infrastructure systems, and collaboration and partnerships with other levels of government, adjacent municipalities, and indigenous communities.

 

Administration is presenting proposed amendments to Municipal Development Plan Bylaw 2017-14 (see table 1, attachment 1) to be considered by Council. Proposed amendments were identiified by Council at the June 27, 2017 Council meeting and by Adminstration.

Strategic Plan/Policy/Legal/Staff Implications:

 

Consistency with governing statutes and plans

Bylaw 2017-14 is consistent with requirements governing the preparation of municipal development plans outlined in Section 632 of the Municipal Government Act. Bylaw 2017-14 is also consistent with land use policies outlined in the Edmonton Metropolitan Region Growth Plan and the Parkland County Long Term Strategic Plan.

 

Consistency with County plans and documents

Policies in Bylaw 2017-14 align with the findings from several County plans and documents. These include the draft Integrated Community Sustainabiilty Plan (ICSP), Parks, Recreation & Culture Master Plan, Future of Agriculture Study, Wetland Inventory and Historical Loss Assessment, and the Environmental Conservation Master Plan. The County's Land Use Bylaw No. 20-2009 is currently being amended to align with the policy directions outlined in Bylaw 2017-14.

 

Bylaw 2017-14 will be forwarded to the Capital Region Board (CRB) after Council has closed the public hearing and has given second reading to the bylaw. CRB approval of Bylaw 2017-14 is required prior to third and final reading by Parkland County Council.
