Proposed Motions

1.  That Bylaw 2024-22 receive second reading.

2.  That administration be directed to submit Bylaw 2024-22 to the Edmonton Metropolitan Region Board to be reviewed for recommended approval under the Regional Evaluation Framework.

Administration Recommendation

Administration recommends that Bylaw 2024-22 receive second reading as it is in alignment Parkland County's Strategic Plan 2022-2025 Pillars A-D and the Edmonton Metropolitan Regional Growth Plan.

 

Purpose

Administration is presenting Bylaw 2024-22 for public hearing and second reading. Public hearing has been scheduled to provide the public an opportunity to comment on the proposed bylaw.

 

Summary

The Municipal Development Plan (MDP) establishes a vision for the County's long-term growth. It identifies where future residential, employment, recreation, and community services growth will occur. It also has policies to guide infrastructure, transportation, and environmental protection. An MDP is required by the Municipal Government Act (MGA) for all municipalities in Alberta. It is a statutory plan that must align with provincial and regional requirements. Bylaw 2024-22 is proposing a new Municipal Development Plan for Parkland County. 

 

Proposed Bylaw 2024-22 was presented to Council on October 22, 2024 where it received first reading. Administration circulated the bylaw externally for additional comment. Notifications for public hearing were advertised as per provincial and municipal requirements.

 

Bylaw 2024-22 is being brought forward for second reading as amended. Administration has identified minor grammatical edits which require updating prior to third reading and submission to the Edmonton Metropolitan Region Board Regional Evaluation Framework process. Amendments made to Bylaw 2024-22 do not impact the intent of the policy. 

 

Historical Information:

The last substantive MDP update was completed in 2017 and approved by Council on January 24, 2023. A minor update was completed in 2022 to reflect the City of Spruce Grove annexation and the absorption of the Hamlet of Wabamun into the County and approved by Council on March 12, 2024.

Proposed Bylaw 2024-22 is in alignment with Parkland County's Strategic Plan 2022-2025 Pillars A-D and the Edmonton Metropolitan Regional Growth Plan.
