Body

Administration Recommendation

That Council appoint Rob Coon as Interim Chief Administrative Officer from December 1, 2026 to September 6, 2027 in accordance with the Municipal Government Act and Bylaw 2025-13.

Purpose

To appoint an Interim Chief Administrative Officer to ensure continuity of administrative authority and governance during the specified period of December 1, 2026 to September 6, 2027.

Summary

The appointment of Rob Coon as Interim Chief Administrative Officer will ensure continuity of organizational leadership and provide for the continued exercise of the statutory and delegated authorities necessary for the effective administration of Parkland County throughout the appointment period.

Background

Section 205 of the Municipal Government Act requires every municipality to establish the position of Chief Administrative Officer. The Chief Administrative Officer is responsible for exercising the powers and carrying out the duties and functions assigned by enactment or by Council. The Act also provides authority for Council to establish the position through bylaw.

Council enacted Parkland County Bylaw 2025-13, the Chief Administrative Officer Bylaw, which establishes the position of Chief Administrative Officer and delegates various powers, duties and functions to that position. The Bylaw defines the Chief Administrative Officer as the individual appointed by Council, including their delegate.

Strategic Plan/Policy/Legal/Staff Implications

This recommendation supports effective governance, organizational continuity, and the continued delivery of municipal services by ensuring the statutory position of Chief Administrative Officer remains occupied during the appointment period.
