Purpose
Parkland County approved capital cost sharing on two projects occurring at the Spruce Grove Arena's. Projects have been completed and due to unforeseen circumstances costs have come in higher than initially anticipated. Spruce Grove, as per our Cost Share Agreement, is seeking additional funding support for these overruns.
Summary
In November 2011 Parkland County Council approved, via Resolution 371-11 (Attachment #1), capital cost sharing on three projects proposed by the City of Spruce Grove to occur at their Arenas in 2012. Two of these projects have been completed and the final accounting has been received by Parkland County Administration. These projects have both come in over budget.
Flooder Room Retrofit and Upgrade
Total cost was identified at $55,000 with the County providing $13,200 in cost share support. The revised total cost of this project has come in at $110,314, with County cost share pegged at $26,475. The County has previously approved $13,200 towards this project meaning an additional $13,275 in funding is being requested. The rationale for the cost overrun related to the high water table underneath the arena. This created unforeseen issues that had to be addressed through additional design and construction costs.
Ice Plant Software
Total cost was identified at $25,000 with the County providing $6,000 in cost share support. The revised cost of this project has come in at $28,500, with the County cost share at $6,840. The County has previously approved $6,000 towards this project meaning an additional $840 is being requested. The rationale for the cost overrun related to programming difficulties that required more time to address.
Total additional cost share funding being requested is $13,275 for the Flooder Room plus $840 for the Software totaling an additional $14,115. Cost share amount of the overruns are 24%, based on Parkland County's usage rate of the facility.
