Civic Addressing Options for Acheson

 

Proposed Motions

1. That GPC receive Administration's report identifying civic addressing options for Acheson as information.

2. That GPC advise Administration to proceed with a non-grid / named based roadway system, and to bring forward an updated Addressing / Street Naming Bylaw to Council for consideration as well as administrative process / policy standards for use by the County's Addressing Authority for implementation in Acheson.

 

Body

Administration Recommendations

Administration is of the opinion that Option 4 (Non-Grid / Named Roadways system consistent with other urban areas found in the County) be implemented for the Acheson Industrial Area.  Administration also supports other addressing options that are presented in the attached report. If a system based entirely on road names is preferred, it is recommended that GPC request that Administration prepare options for the makeup of a Naming Committee and that information be presented to GPC at a later date for consideration.

 

Purpose

To meet the requirements of Canada Post, and to accommodate future industrial and commercial growth in Acheson, a new civic addressing system for this area of the County is required to replace the the current rural addressing system.

 

Summary

To accommodate existing and future commercial / industrial growth in Acheson an updated civic addressing system is required from the current rural address system.

In the Acheson area (industrial/commercial area only), a new civic addressing system is required to replace the current rural addressing system due to:

1)                     Suite/Lot Address numbering limitations that impact mail service;

2)                     Multi-access points into Acheson;

A number of options for an updated civic addressing system are presented in the attached Administrative Report for consideration.

 

Policy

Municipal Development Plan Bylaw 37-2007

Community Services Objective: Maintain a high standard of emergency and protective services.

 

Acheson ASP Bylaw 2014-29.

Policy 6.5.2.10: Explore the conversion of the current rural addressing system to an urban addressing system that will benefit other Capital Region first responders.

 

A new Addressing and Street Naming Bylaw with supportive administrative policies and processes that include an updated civic addressing system for Acheson will implement the identified objectives and policies.

 

Strategic Plan 2014-2018

Governance - Commitment 2: Deliver quality services in an efficient and economical manner that enables development and growth.

Governance - Commitment 4: Ensure Council policies are effective, responsible, and aligned with its goals and vision.

A new Addressing and Street Naming Bylaw with supportive administrative policies and processes that include an updated civic addressing system for Acheson will ensure consistency with the identified commitments.

 

Financial Impact:

Cost:    Future roadway and highway signage changes related to the address system change.

Source of Funding:  2016 and/or future budgets. Additional information will be brought forward at a later date.

No assumed staff implications at this time.

 

Other

Conversion to a new civic addressing system for Acheson will decrease customer (business) complaints being directed to Canada Post and the County as a result of the limitations in current lot/suite numbering and mail service; Acheson is seeing a significant increase in the development of industrial condominium buildings. As Canada Post is not the Addressing Authority it must utilize whatever system is implemented by the County. Canada Post is currently delaying installation of  additional community mailbox sites within Acheson to serve customers Canada Post is awaiting direction from the County's Addressing Authority before implementing any new addressing system.
