Administration Recommendation
Administration recommends adoption of the Section 28-52-26-W4M Outline Plan and supports Redistricting Bylaw 2017-02 as presented.
Purpose
OUTLINE PLAN: The Section 28-52-26-W4M Outline Plan provides a policy framework to guide and evaluate future industrial development with the defined area consistent with the County's Municipal Development Plan and the Acheson Area Structure Plan.
REDISTRICTING: The Redistricting Bylaw proposes amendments to Map 9A of Land Use Bylaw 20-2009 for lands within the north half of Section 28-52-26-W4M consistent with the County's Statutory Plans and Section 28-52-26-W4M Outline Plan:
- 36.32 hectares (89.74 ac) of land within NE-28-52-26-W4M from the IRD - Industrial Reserve District to the BIR - Regional Business Industrial District;
- 9.21 hectares (22.76 ac) of land within NE-28-52-26-W4M from the IRD - Industrial Reserve District to the MI - Medium Industrial District;
- 16.20 hectares (40.00 ac) of land within NE-28-52-26-W4M from the AGR- Agriculture Restricted District to the MI - Medium Industrial District; and,
- 64.75 hectares (160.00 ac) of land within NW-28-52-26-W4M from the AGR - Agriculture Restricted District to the MI - Medium Industrial District.
Summary
Proposed Bylaw 2017-02 received first reading on January 23, 2017. The Bylaw and Outline Plan were referred to adjacent landowners, impacted agencies including Alberta Transportation and Enoch Cree Nation. The Bylaw was also advertised in local newspapers on Friday, February 10, 2017 and Friday, February 17, 2017. As of the date of this report, no objections to the Section 28-52-26-W4M Outline Plan or Redistricting Bylaw were received by Administration. A detailed summary and review of the two planning applications are included within the attached Administrative Report.
Strategic Plan/Policy:
The Section 28-52-26-W4M Outline Plan and Redistricting Bylaw No. 2017-02 are both consistent with the following goal under Parkland County's 2016-2020 Strategic Plan: "Foster the creation of quality employment opportunities throughout our community".
The Outline Plan has been prepared in accordance with Policy 6.1.2.29 of the Acheson Area Structure Plan Bylaw 2014-29 and Council Policy C-PD33 Outline Plans. The Outline Plan will require adoption by resolution prior to third and final reading of the separate redistricting application. Administration has confirmed that the Outline Plan meets the requirements as described under C-PD33-P1 Outline Plan Procedures. The Redistricting Bylaw is consistent with Municipal Development Plan Bylaw 37-2007 which identifies the subject land for Industrial/Commercial Use. Additionally, the Redistricting Bylaw is consistent with the Acheson Industrial Area Structure Plan Bylaw 2014-29 which directs business industrial development along highway or major road corridors with higher quality building, site design and landscaping standards. Neither planning application requires referral to the Capital Region Board.
