Partners for Climate Protection Program - Milestone 2: Setting a Green House Gas Reduction Goal
Proposed Motion(s)
That Council adopt the following Green House Gas reduction targets, as reviewed and recommended by the Environmental Advisory Committee:
Community Green House Gas Reduction: 6% reduction below the 2010 baseline by 2020, and 10% by 2025.
Corporate Green House Gas Reduction: 25% reduction below the 2010 baseline by 2020, 40% by 2025.

Administration recommends that Council adopt the following Green House Gas reduction targets, which were reviewed, debated and recommended by the Environmental Advisory Committee:

Purpose
The purpose of this RFD is to seek Council's adoption of the proposed Green House Gas reduction target, which is a required step for completing Milestone 2 of the Partners for Climate Protection Program.
Summary
In March of 2013 Parkland County's Council directed administration to join the Partners for Climate Protection Program (PCP), a 5 step program for implementing green house gas emission reductions at both the community and the corporate level. By doing so, Parkland County joined over 1100 communities worldwide that are using the framework to reduce green house gas emissions. In August of 2013, Parkland County Council was informed that administration had completed all the requirements for completing Milestone 1: Community and Corporate Green House Gas Inventory. This RFD represents the last step that must be undertaken by Parkland County to complete Milestone 2 of the PCP program. In order to arrive at the numbers for the recommended reductions, administration: compared the reduction numbers that other similar municipalities adopted, explored potential initiatives, calculated reduction potential for those initiatives, assessed cost implications, and looked implementation scenarios and strategies. Administrations findings were presented to the Environmental Advisory Committee, which have recommended that Council adopt the goals.
