Purpose
The Applicant is requesting an amendment to the Land Use Bylaw to convert the existing non-conforming tourist campground into a four season bareland condominium resort for recreational vehicle and park model use.
 
Summary
Amendments have been requested to the Land Use Bylaw. The proposed redistricting and redevelopment of Poplar Springs for recreational vehicle and park model use within the BRR - Bareland Recreational Resort District under the Land Use Bylaw is consistent with the Capital Region Growth Plan and the County's Municipal Development Plan.
The proposed redistricting appears to be supported in general by the referral agencies and the majority of the local community's questions to date appear to have been addressed through pre-consultation activities. The local community has been made aware of the project and informed to contribute through the Public Hearing process.
The RV and park model sites are proposed to be serviced through a private communal system constructed in accordance with Alberta Environment requirements.

Strategic Plan
Bylaw No. 2014-04 is consistent with Goal 1 under the Economic Development Section of Parkland County Council's Strategic Plan: "Parkland County will mitigate its revenue risk through diversification of its revenue stream".
Bylaw No. 2014-04 is consistent with Goal 1 under the Environment Section of Parkland County Council's Strategic Plan: "Parkland County will be a respected steward of the environment and encourage green development". The re-development of Poplar Springs as proposed will significantly aid in the remediation of several current environmental issues on the property which may be impacting Isle Lake and surrounding lands, including but not limited to the lagoon, nuisance grounds (landfill), gravel extraction, and unauthorized shoreline disturbances. The redevelopment plans utilize science-based approaches to address these issues.

Alternative Motion(s)
1.   Council could table Bylaw No. 2014-01 and request additional information from  Administration or the Applicant or request that referrals to adjacent landowners and potentially affected agencies be completed prior to consideration of first reading; or
2.   Council could defeat Bylaw No. 2014-01 at first reading; or
3.   Upon providing first reading to Bylaw No. 2014-01, Council could schedule a Public Hearing for a date and/or time other than March 11, 2014 at 9:30 a.m.
