Purpose

In 2004 Parkland County establish a committee to assist in the development of policies associated with gravel extraction, processing and transportation in Parkland County.  Once the Committee's work was finalized the committee was disbanded leaving the ongoing monitoring and development of policy with Administration and Council.  If adopted the attached Draft Terms of Reference will provide the framework for a permanent committee to assist in the development and monitoring of policies relating to the gravel industry in Parkland County. 

 

Summary

The Draft Terms of Reference will establish a committee with the purpose of creating, monitoring and revising policy which supports a balance between resident's needs and the gravel industry's requirements, to support a healthy gravel industry which is respectful and responsive to the needs of parkland County residents.

 

The proposed committee will be a committee of seven (7) individuals including one (1) elected official.  it is anticipated that the committee would meet a minimum of two (2) times per year and a maximum of four (4) times per year.  From a staffing perspective the Administrative  Liaison will be the General manager of Community Services.  Of note is that due to the broad scope of policies affecting the Gravel industry it is expected that other County departments will be brought in to discuss specific issues.  In addition external expertise will need to be brought in as required and will be made available to the committee when needed.

 

The expected cost for this committee on an annual basis is approximately $5,000.  these costs are for the maximum number of meetings of four (4) in 2013, including travel.  This cost does not include any funding for external expertise (consulting) or staff time required.

 

Strategic Plan/Policy/Legal/Staff Implications

It is anticipated that this committee will meet in the evenings.  With a maximum of four (4) meetings per year this is not seen as a major increase to the staff workload.  Parkland County's Strategic Plan specifically addresses both quality of life issues and increased public involvement in issues resolution as a desired outcome.  This committee would assist in addressing both of these Council initiatives.
